El Dr. José Ramón Cárdeno Shaadi, es abogado especialista en derecho Administrativo y gran impulsor del nuevo Sistema Anticorrupción.

Es abogado por la Escuela Libre de Derecho (México), Maestro en Derecho por la Universidad Franklin Pierce Law Center (E.E.U.U.) y Doctor en Derecho por la Universidad Panamericana (México) obteniendo en ésta última la Mención Honorífica, grado máximo académico que concede dicha universidad.

Asimismo, estudió los posgrados en Derecho Intelectual Asiático por la Tsinghua University (Beijing, China), y el Doctorado en Derecho Mercantil en la Universidad Complutense de Madrid (España). Además de varios programas en Derecho Intelectual, en la Organización Mundial de la Propiedad Intelectual -OMPI- Ginebra, Suiza); de Educación Especial, en la Plymouth State University (Maine, Estados Unidos de América), y de Derecho Educativo, Mediación y Negociación, en la University of New England (Maine, Estados Unidos de América).

Ha sido Consejero Jurídico y de Derechos Ciudadanos de la Oficina del Gobernador del Estado de Veracruz; Procurador Fiscal de la Secretaría de Finanzas y Planeación del Estado de Veracruz; Director Jurídico de la Sociedad de Autores y Compositores de México -SACM-, y Consultor de la Organización Mundial de la Propiedad Intelectual -OMPI-.

Dentro de sus publicaciones literarias se encuentran:

• Los Derechos de Autor frente a las nuevas tecnologías digitales (2001).
• La Gestión Colectiva en el Derecho de Autor (2010).
• Las Patentes de Software (2012).
• La Procuración Fiscal, de Veracruz al nuevo mundo (2014)
• El ABC de la Consejería Jurídica, y el derecho administrativo (2016)

Ha escrito más de una decena de artículos para periódicos y revistas; y dictado conferencias en México, Guatemala, Colombia, Paraguay, Inglaterra, España, Suiza y Estados Unidos de América.

Es miembro del Grupo de Debate en materia Intelectual de la UNESCO, y Académico de Número de la Academia Mexicana de Derecho Fiscal, así como Aspirante de Notario en el Estado.
